Bird Flu in Oxfordshire

The Avian Influenza in found in chickens on premises near Banbury in Oxfordshire on 3 June 2008 was a high pathogenic H7 strain. A 3km Protection Zone zone and a 10km Control Zone were established around the Infected Premises. The PZ was lifted on 29 June. Restrictions still apply in the outer zone as follows and full legal details are in the declaration on the Defra website:
Premises within the Surveillance Zone (10km outer zone) – Annex 4 of the declaration
- Bird gatherings (such as fairs, markets, shows or exhibitions) are not permitted (paragraph 9 of Annex 4 of the declaration)
- Biosecurity measures must be implemented to reduce the risk of disease spread (paragraph 7)
- Used poultry litter, manure or slurry may not be moved or spread unless under licence (paragraph 8)
- Vehicles carrying anything which may be contaminated must be cleansed and disinfected (paragraphs 22 and 23)
- There is a ban on movements of poultry, other captive birds and mammals onto or from premises where poultry or other captive birds are kept, unless under licence (exceptions apply) (paragraph 6)
- Movements of poultry and eggs within or out of the Zone are also prohibited (exceptions apply) (paragraphs 11, 13, 15 and 16). Table eggs may move direct to wholesale or retail premises (paragraph 12).
- Poultry and eggs may be transported through the Zone by road or rail if no stop is made in the Zone (paragraph 11)
- Record keeping of any person, poultry or egg movements within the Zone is required (exceptions apply) (paragraphs 1-5)
- There is a ban on the release of game birds (paragraph 10)
Defra has said that if the outbreak does not spread, the projected date for these restrictions to come off is 7 July.
